Make needed calculations. Try to consider all needed costs, at least permanent. Servers, people etc. Calculate your profit and needed sales volume. Decide, what percent (or something else) you will give to your partners and make recalculations of the volume Try to find (or make) reliable affiliate script and place it into good servers. Be honest. Don't spoof your partners. Sell a good product. It's very hard say something more specific until you'll tell some details of your future affiliate program.
