Beaurocracy - Eventually becoming too big and complicated?

I've been reading a book called Direct Action by John Weisman.

Anyway, it makes me think about the ineffectiveness of some of our sections of government, like the IRS, FBI, and CIA. I think that they may become so complicated and ineffective that they are then nothing but an expensive burdon. Especially in regard to things that require a quick and decisive response, but get bogged down in paperwork and special committees.

Maybe it would be worth starting over with them every so often...

    What are your thoughts?

Why restart the IRS? It should be removed all together! :D
