Did they reply to your email ? NO ???? Talk to them on live chat via skype for free. And tell us that you got it back. (it=account)
yeah the internet is full of scammers because it so easy to hide in the anonymity of the web. Anyone who can plug in a computer can try to scam you from anywhere in the world. It is a fundamentally risky place to do business I suppose. You have to take extra precautions

If a idiot can limit your Paypal then you are the most idiot Don't say him idiot. He is a seasoned scammer!
listen paypal sucks and there seems to be nothing that sellers can do we are at the mercy of scammers i read someone that peopel will get something like 30 bucks and just go around on ebay buying and taking back the money then after about 3 times of doing that get another account and do it again people have no ethics or morals anymore quite sad for our world that scum like this exist
I sell an assortment of packages and occasionally people will leave notes in the "Instructions to the seller" field at Paypal asking me to send the packages to an address not listed anywhere on the Paypal accounts profile. I always send an email to the main address associated with the Paypal account and ask for confirmation of a purchase before sending anything to an alternate address.
I am experiencing this problem a lot right now. I am considering not even taking paypal. About 50% of the people who have purchased my product in the past would demand a refund, saying they couldn't get it to work, or just didn't like it, then get the refund and leave. And of course they would continue to use the product. With my most recent product, I built a license server so that I can control licenses from there, the software will not run without proper authentication and downloading files from my server. So when people buy the software and demand a refund, I can shut it off. And I've noticed a high return rate, and people try (sometimes for days) to use the software after that. So I know they were just trying to buy the product and get a refund for free. It sucks having to pay for their clicks on adsense just to have refund half of them. You're right, paypal should do something to help the seller once in a while.
Sad to hear your experience. Seems paypal won't have a proper competitor for long...and as long as it doesn't people will suffer
