From reading that log it's clearly someone working alone and there's not much s/he can do if paypal block the country s/he is in. I very much doubt it's a scam unless you can show that paypal hasn't blocked Turkey or that the site isn't Turkish. Maybe you just need to be a bit more circumspect about which programs you work with to avoid these problems.
