When you build a link wheel, avoiding creating the wheel full-circle. Don't link every single page to one another, but rather make it more linear, with the majority of links pointing to the "hub" of your wheel. Otherwise, what you're thinking about sounds good. You can use any web 2.0 website, to be honest I prefer using a random mix of sites and inter-linking them randomly, I find it's got better effects for your website then the standard 6/12 spoke linkwheels.
You want to make sure you use as many different services as possible, inter-link then randomly, not in a wheel-format and make sure you spend the time to build some links to each spoke, otherwise it's pointless building linkwheels
Linkheels are great if you build links to those linkwheels too. Build them, then build few backlinks to those linkwheels and then keep developing it, the more stronger it gets, the more strong it will pass the effect to your keywords, else it can die down with age and not grow.
