Basic Adwords Tool question

    Hi,
    I am just about to sign up for adwords, and am looking at the adwords keyword tool.
    In the Cost and Ad position estimates section, I enter a keyword and under the CPC column, I get only a dash - and it lists that, for the bid price entered I should be 1-3 position.
    This doesn't seem right, it doesn't matter how much I enter from .01 - 100.00 always get the - and position 1-3
    This word should be quite competative, when I search G there are many adword ads displayed.
    A longer phrase with a usless word in it, is displaying $34.00 for position 1-3

    Am I doing something wrong, or did I find a good cheap niche phrase?

    It does show estimates for almost identical KW phrases, but gives the - for this one.
    What does the - mean? (Just no data?)
