    Hey tanerokutan! If Gimp (open source/free) is out of the question, you should definitely google "banner fans" or even "simple banner maker" - I found quite a few usable ones on the first page, including "online" banner makers as well (Banner Fans).

    GIMP is freeware, like you want, and it is the BEST freeware graphic design program I've found to date. Check it out: http://www.gimp.org/
