I know what banner ads are, and they should be used in advertising.

but I dont know where you place them, on which websites, (other peoples obviously) but do you email them asking "can i place my banner ad on your website"

or are there specific sites you place your banner ad on?

and do you always Pay per click, (when somebody clicks your ad) who gets this money, the company who created the ad ?

Where do you place banner ads?

+ anybody having any luck with using them to drive traffic to your site ?

There are several options for advertising

    you can:
    - do banner exchange with websites from your niche
    - buy advertisin on specific websites - CPM or CPC, depends on what you want and what you expect
    - use big advertising services like Google Adwords or Yahoo publisher network

It all depends on how much time and money you want to spend.

For option two you need to contact the website you want to advertise on.
Many of them have a media kit where you can see where you can advertise and how much it will cost you.
If you do this you will give them the money.
If you use big advertising services like google adwords you need to transfer money to your account (wire transfer the money to google) and then you can spend it on your advertising campaigns.
banner exchange is free of charge ;)

As DaStarBuG mentioned, it depends on what you need and how you want to set it up, along with other factors. I would recommend signing up for a PPC program if you are just beginning as that will be the easiest to manage. Check out Adwords or YPN.

Gotta agree 100%. Just to get things going you won't go wrong with something like adwords. Then as you understand it a little more you can look at other schemes that will give you a greater return.
