Well, I use an adsl router and yes if I disconnect and reconnect it, I have a new IP, btw if you ISP says so, I think thats true, or you can test that and check your IP again at whatismyip.com or anyother service like that.:)

So if your current IP is banned your not allowed to participate.

I heard that if you register from some place else and log-in with your old banned ip, your new account will be banned.

How about if you use a Adsense tracker? (Shows how much you've earned)

    :p

Ahh.. A friend of mine has been banned from the google adsense program and he has to reset his IP address. His ISP told him to shutt off his modem in order to that. Unfortunately, his older brother doesn't allow that. Are there anymore possibilities?

Might be there, but none in my knowledge, because IP is the basic thing that google can track users with :).

you ip is maybe 5% of what google knows about you. also, since most users have a dynamic ip google cant just ban a ip, this may hit the wrong person, because dynamic ips are shared with a large user group.
here some other information g can collect to identify your computer:
your location: you can find an adress, or at least an city for almost every ip. try to search for "geo ip", most of this sites offer a demo to show your own location on a map.
a cookie: just close all open browser windows, then delete or empty the cookie folder
system variables, such as: operation system and version, browser type and version, screen resolution, color depth, plugins, system language - you can request all this information via javascript. each information by itself may be quite useless, but if you combine all of them you get a kind of fingerprint for each computer, allowing more than 11.000 combinations. some if of them more common (win xp + ie) than others (linux, sun os, ...) of course.

so you should try to change this settings, install another browser (firefox, opera) and try to register again - or just do it from a public internet cafe in another town.

Google use Google Earth to spy on you through the window when you sign up for Adsense. That's how they know who's using the computer. :p

my friend gave them his address and got banned. He didn't reach the 100$ before he was banned so he didn't give them the tax ID either. So do you think he can register with his current IP?

I do not know about Cox, but here in Canada IP addresses on DSL and Cable are dynamic and when you release and renew or there is a power outage you are technically supposed to get an IP. However, I always get the same IP.

If you and your brother are involved in the site which was banned, you may be able to trick Google into allowing you to get an account, but you will need to change the way you do things to keep from being banned again.

You sound surprised that Google might be able to track your computer. You were aware that nearly all the devices and major chips in your system have unique ids. This information is attached to much of what your computer produces. Of course, Google and Microsoft and some government agencies know what you are doing.
