Your using adwords and adsense it seems like. Maybe google thought you were involved with the whole adsense arbitrage system. I've had adsense for over a couple of years and I still have adsense, thats with following the TOS like whoooaahh.
sorry to say. it doesnt matter if you have a blog, website or anything else. Privacy Policy must be place on a website (of any type) which displays google adsense ads. Read google's TOS: https://www.google.com/adsense/support/bin/answer.py?hl=en&answer=81794
It seems the link they sent you to was for invalid clicks, this is a serious issue to google, they seem to have found some sort of pattern to the click through of the ads on your site that violate their TOS, you could try contacting them but if you have breached the TOS on invalid clicks they will not give you the account back.

In all practicality the blog is hosted in blogger and no one can create a privacy policy on a blogger platform, I don't even find a link for DP privacy policy !
To create a privacy policy for blogger blogs theres a tool in the threads here somewhere that will automatically create the code for you then just create a post in blogger, paste in the code, change the date in the post to a few years ago then link to the pp page from somewhere on the main page. I did it a month or two ago.
I had about $64 dollars when they canceled my account for "invalid clicks". Someone must have clicked my ads a million times to get me banned.
I know the reason why your a/c was autobanned in adsense I have my friends working in Hyderabad, India GOogle Office And according to what my friend tells , when traffic from your site doesnt convert for any advertisers in their adwords analytics a/c ... then you a/c will be auto banned. Adsense is meant for conversions for the advertisers .. its not just about clicks. If advertisers get only clicks to their site .. without any conversion .. there is no use of promoting through adwords.
google does detect fraudulent clicks and believe it or not help Publishers as there new system filters out invaild clicks but lets you know through the CP (E.G 700 Clicks and $3.09 Dollors Made??? So only 5-10 of those where Genuine) however you should contact them if you notice a pattern because then some1 is clicking your ads fraudulently.
