Banned domain - can I use the backlinks?

I have a chance to purchase a domain (at a great price IMO) that was banned by google recently. It was a PR 6 and the domain is about 10 years old and has some amazing strong links going into it.

    Can I:

    1. Buy the domain, build a new site with new content and pray for reinclusion

    or

    2. 301 Redirect the domain to an existing website (will the back links carry any power to the new domain?)

    or

    3. Other suggestions?

Great sounding domain but why was it banned by google in the first place?

I don't really see option 1 working because first is if you build a new website with new content, then would the "strong links" pointing to it continue to point to the website? Unless the pages aren't really updated, then I can see those links being taken off in the near future.

Google will consider a reinclusion request based on a site having a new owner.

It was banned because the site was sold to the existing owner and he did some interlinking and other questionable SEO tactics and when he has a banned domain, he abandons it.

I see some value in the age and back links

    Absolutely number 1 :)

I bought a banned domain sometime ago and have successfully asked for a re-inclusion request.
