This is what im confused at: I have a premier account which i added a bank to it yesterday but havent confirmed yet, still waiting for the 2 deposits. I want to open a personal account and add my bank to it there but i heard im not allowed to have my same bank in 2 accounts so should i right now remove the bank on my premier without waiting for the 2 deposites what should i do?
Technically i do not want to use my premier account anymore but i added my bank to it yesterday, i just want to close it and put my bank onto my personal account new one that i want to open. My premier account although i added a bank i havent recieved my 2 deposits for confirmation. What should i do about that confirm it first then remove or just remove it now and close the account?
well .. Cant you get a CC to verify your personal account aswell or maybe just mail paypal staff about the two deposit thingy .

Yes, once you remove your bank account, you can use it with another paypal account. This rule applies to credit cards on file, too.
i edited my post can you tell me what i should do, because when i put my same bank on the NEW paypal account they will send me another 2 smal deposits. So i'll be waiting for 4 small deposits...
There is little to no probability that they will be reflected into your bank account on the same day. So you'll pick the latest values, and use them to validate your account with.
but would paypal ban me for doing this? isnt this like obtaining Free money even tho its a few cents...
I believe its going messy ... so why not to call / mail them . They are official staff people and so there advise is worthed and I dont see any point in playing around with paypal account and bank account .
is it true once you removed bank and closed account you cannot put same bank to use again? A friend of mine said paypal keeps all old records and it will not allow me to put the same bank again... is that true or not?

They will only be sending 2 deposits as you've removed the bank account from the premier account before paypal could send the deposit. So, you'll gte just 2 deposits Correct me if I am worng...
