How long has your site been down? Is it back up?

A few hours shouldn't hurt anything.

I'm not exactly sure what your question is, but exceeding your bandwidth shouldn't affect your SERPs unless you feed bots blank pages when they come a knocking.

There's also non-Americans here, so he probably meant 4th of August.

4,000,000,000 bytes divided by 7500 uniques who roughly visit 5 pages each per session = 4GB / 37,500 hits = 106,666 bytes per page or 106Kb.

That doesn't strike me as a big average page size so you need more bandwidth. Or reduce page size or reduce visitors...

4GB is an aweful low bandwidth allowance, I'd recommend upgrading your account to at least 20 - 40 GB per month if you want to have any breathing room. Depending on the time of year, I could run through 4GB of bandwidth in a day or two.

A Small Orange accept PayPal, if that's an option for you.

You can also ask members here if they would consider hosting your stuff, perhaps in return for a revenue share.
