Balanced Budget Problem

When i Create my Adwords account always Shows Balanced Budget Problem . Why this is happening. Any one have any Idea.

If you are using the standard version you should be able to click for google to give you a recommendation of what you should do.
Go into campaign management and click on edit settings. Look at everything carefully and you should see a link in the budget area for google to give a recommendation.

i think u are using vcc, because google is no more accepting vcc, i am having same problem
