I assume you mean PageRank. Basically the only way to increase pagerank is to get more links from websites that also have pagerank. Too many external links on your own site could lower your PR too. Of course if you work at improving your website and its content, you could end up attracting links naturally to build pagerank. For example, try providing useful resources that people would want to link to.
PageRank seems to be based around the number of backlinks and of course the quality of the backlinks. There is no real other way to increase your PageRank without slowly building your links until you reach the stage you want to stop at.
If you meant Page Rank, you can increase it by getting as much as possible high PR relevant backlinks to your site from sites that have as low as possible outgoing links.
