I was in a transaction here on DP that went bad. The seller took my money, said the domain I purchased was no longer available, and then did not refund my money. I paid via PayPal and I may need evidence. I have all my PMs, but I am wondering if DP records the IP address of members that sign up. If so, I may need the IP of the user who partook in this fraudulent transaction. Luckily since I was buying a domain, I was able to run a WHOIS on this user so I've got his name and address.

Who would contact here at DP, in this case?

You do not need all that. You need to write to PAY PAL and open a dispute. Do not tell them it was or service. Tell them it was not delivred. You can also write to the domain register but i do not think that help
