If your website links to a website considered bad or negative then your website will most likely be penalized by it. By linking to this "bad neighborhood" you are also affected. However if they link to you it does not negatively affect you.

Different opinions rise from the absence of any definition of bad neighbourhood. Everyone understands it a bit differently.
Google says that he cannot trust and rank high those sites, which refer their users to shitty sites. As simple as that. Consequences may vary.

    -)
Imho, sites banned by Google, sites allowing spam, cloacking, doorways, automated texts, only duplicate content, etc.

u will receive a e-mail with the motive of your ban. if u get banned or flagged u can ask for a reconsideration or reinclusion. after u remove the cause off course. but no list

Hi Optimum :) Since everyone has their own description about Bad Neighbouring I think this
one can clear you up, coming from Google itself: (to be in...) - sharing a server or IP block with sites
penalized for using dubious SEO tactics, such as hidden text or link farms.
    But in my opinion Bad
Neighbouring is about a link to your site where this site has a bad reputation or not under the same category
as yours. You can also check this link for your info: Bad Neighbourhood
