    I would go ahead and assume that it will not hurt your rankings... as anyone can link to your site, good or bad and it's not necessarily your fault that they do.

    Can hurt if you link them in your site but if they do link you without you knowing it I think it can't hurt in rankings...

    It hurts.If you have a site that is no1 for a decent keyword (let's say "sport cars") and you get some links from some porn sites you will loose that no1 position.

    according to google links to web spammers or bad neighborhoods on the web is a violation of their guidelines..

    As long as you don't return the link (e.g link exchange) with a 'bad' site then you won't be penalised because you can't help getting bad links. Otherwise SEO would just be sending bad links to your competitors.

    If bad links hurt, then why don't you see people buying bad links for their competitors??

    Bad links don't hurt, it doesn't make any logical sense, you have zero control on what links come into your site.

    As long as you don't link back, you're in the clear.

    You can't control the people that link to you, simple as that.

    However having the majority of your links coming from spammy and MFA sites won't certainly help in raising your ranking

    I dont think a couple will hurt but if a large proportion of your incoming link to your Disney site is from porn sites, dont expect it to rank no.1 for Mickey Mouse easily.

    May invlove going into LSI if we look deeper ..

    Link development has to start someplace, and submitting to quality directories is ground that should be covered sooner or later. But I think such submissions will help you more when they're balanced by links from other types of sites.
    When people report disappointing results from directory submissions, a little probing often reveals that they weren't doing much else to cultivate links. Spammy links from scraper directories usually can't hurt you unless when they repeat your title, description and keyword several times each on their "details" page. Submit to directories that satisfy your "signals of quality" check, but make sure you're doing other things to cultivate links as well.

    I think if you do link exchange with a bad site means if you palced bad link then it may hurt position of a site.

    MY ASSUMPTION
    or rather gut feeling....
    if you have a bad incoming link you will not be penalised
    but if you have a bad outgoing link you [may] be banned:)
