I found that new page is in google index but there is no description indexed.

It just shows url of page, no title and description

    Why?

Google has seen a link to that page on another page, has noted what the URL is likely about, based on the link-text and that's it. They didn't yet crawl the page, probably because it doesn't have enough links to it, but they do do know it exists. Description and title will come when the page is indexed itself - that is: there is a google-cache of the page.
