Probably clicks from people whom the ads are not designed to display as a targeted customer.

To paint a better picture imagine you own Saab Company and only sell the Saab models to people in Switzerland

You would want to advertise then only in Switzerland Austria Germany and possibly Italy and France..

But you would not want to advertise to people in Mexico Canada USA

I come to a site and see an Ad for your Saabs and click the ad....

Google sees I am not from the target country and does not debit the advertiser, nor pay the publisher.

    Make sense?

yes makes sense. I didn't know google has values for monitoring that to their clients.

    Its a pretty nice idea.

What about a low eCPM value? that falls into the same category?

I'm not so sure that ads for Swiss market would show to a US/Mexico visitor.
At least not on my site.
I am in Italy, and I see totally different ads than my girlfriend in the US and my friend in UK.
If you install the adsense preview tool you will have proof of it.

Most likely they were invalid clicks.

    This frequently happens when:

    1. Google considers the traffic coming to your site as "low quality"
    2. Google decided that the clicks were invalid.
    3. Your site did not attract high paying advertisers and Google is sending you junk ads.

junk ads ... that's the reason ... maybe you have visitors from albania and there's only one advertiser there for your niche ...

Maybe he has REALLY low CTR, thus low eCPM.
