Google is a freaky little piece of software that doesn't know what it is doing to its own index of backlinks and changes it every few days or even drops it. But this is no cause for worry. I have 8 backlinks on it now (out of which, one is from my own site), a figure down from 20 odd a year or so ago. Whosoever said Yahoo returns the actual figure should check his/her facts. It also jumps the figures occasionally.
Check the cache status of all the directory backlinks your website has. Also try to check back links with this command: "link: www.domain.com" or wait for next Google backlinks update.
google needs to index the page with the backlink on it, and add it to the index before it will count or be visible.
i commented about my site on a css based blog and the one blog gave more more then 100 backlinks by one blog comment ... whts that ???
I agree with @haritash. but if you want to see is your link index by Google or not ,you can check it.
Most free web directories are based on PHP Link directory script(PHPLD).So they add no follow tags to free links.Rather than link submission you can try social bookmarking.Google takes time to crawl back-links to any site.
i think your back links are of very low PR it will take time just wait Google displays only high PR back links.
