It is also relative to the density and gravity of your niche. I have been #1 for one niche for 4 years with less than 100 links. I have another site that cannot break past page 4 and it has 1,100 links. I recently found a #1 site with only 34 back links! But in that list was Google, .edu's, .gov's, DMOZ and Yahoo. Those are hard to get!

 

Quality over quantity always wins

 

I think a good place to start would be social networking sites and forums and i would stress on forums forums like DP or WHT can get you high quality back links.

PR doesn't depends upon the back links only, your content or website should also be good for this.

 

I think for get your site proper ranking you required at list minimum 2k links. It means for big site.
