Okay there has been much said about quality of backlinks from "sites" - what about from a revelevat page but the rest of the site is irelevant.

So for example an irrelevant site happens to do a relevant artivle and you you the opportunity to get a one way link from the relevant page is that still a good back link?

It would be a quality link to a certain degree although different factors will determine how much quality it is.

Things you need to ask yourself would be how many outbound links are on the page? where else is the outbound links going to? Is the page indexed in the Search Engines? Is the page within 2 clicks from the root of the domain? Just to name a few.

For the most part a link is a link but the more quality you can get then the better. Of course you probably know that already. :)

thanks for sharing. but do you say back link quality will be better from relevant pages? Say if my site is health related, do I need to post comments on dofollow health blogs?

The relevant link is the better. But you can have your link anywhere else as well.
Imagine all the links that are pointing to your site were natural - how could you control what sites to link to yours? So try to get relevant links mostly and non-relevant in the other time - as many as you can.
