Backlinks from relevant sites has no value today?

I totally agree, backlinks are working!
You need backlinks for your PR and not less important is backlink anchor text that needed for organic traffic.
Link exchange can actually damage your website position on google.

Have u tried non relevant links for your site....its working...? one month is very less period you have to wait little more.
Then how can you say that relevant links has no value.If relevancy does not work the nothing can work in this seo field.

@smarteen: no it won't affect your PR as long as you are not giving links to them. If you also give a link to that site then for sure your PR will be effected.
