Getting the quality links is not easy, for that most of webmasters purchase expired domains with +ve PR and good backlinks. Once the domain is expired, webmaster has to wait till it gets deleted, and only then, it could be available for registration. This take almost 2 months.
Expired list can be derieved from here:

What is the fastest way to get those domains?
    Are these domains really help?

Please do help in finding the answers of these questions..

In my opinion, link from expire domain will not create any high value for your site. We called expire domain as drop domain. But if you get links from drop domain, it will not harm your site.

If you manage to buy such a domain (usually there's lots of competitors around these days), be quick to put some site similar to the previously connected with it, put your backlinks and sell others' and you are king, as long as you keep it modest and don't turn into a seo-spammy link-farm
