backlinks from "domain.com/links.php"

    as my site has page rank 0, and alexa rank around 1000000,
    so nobody wants to link exchange with my site.
    but some pr2, pr1 site owners agreed for link exchange on this condition that i have to add link at home page and they will add my link in their "domain.com/links.php" page.
    is is good or bad?
    is this increase my pr or not,
    please help me.

    Link exchange does little for your website regarding SERP's. It is only good if they are related to your website so some traffic from that website might click on your link.
    Getting backlinks from articles is a much better way of getting backlinks.
