Backlinking to Client's Site that is Located in a Different Country

I have a potential client in the UK that is interested in me doing services. I've always done services here in the states. If I do backlinks from SBM sites (like Digg and BackFlip), article Submissions (EZineArticles.com), Directories (DMOZ), forums/blogs, etc. Will that help in the Google UK SERPs? There was some debate to keep backlinking in your client's country only. Is this true?

 

sure it will.... and asked the client to have a .uk domain if still possible. that will help a lot.
