There is a free website submitter where you can submit your site to 2,500 cubestat sites and also a semi automatic directory sumitter for an additional 2,000 backlinks. You can also gain backlinks by social bookmarking. I found a free tool on the imautomator.com website that will submit your urls to various social book markings sites. And lastly, I use another free tool on the backlinkin.com site. It will submit your website all over the place on various sites such as twitter, digg, bebo, bright kite, etc.. All of the tools that I recommended are free and automatic which will make your life a little bit easier.

I agree with Carla. I have used these tools as well for a new site and it got indexed pretty quick in Google. It's good place to start then do regular backlinking as other stated above to make it look natural
