I was wondering if there is any tool that sorts backlinks by which ones are the most powerful.

Yep, Market Samurai can do this and SEO Elite v4 can do it too. For free options you can go with backlinkwatch which will grab 100.

 

I wish any developer can develop a program which acutally sort backlink.

Actually I am not getting you, Do you want to check it before getting those links or after making links. Before Getting - Not possible, After getting links I think you can monitor it through your analytics account or log account from where you getting maximum traffic. Hope I am not wrong to answer you.

 

Go at www.yahoo.com and do the following search (linkdomain:[COLOR="Red"]www.yoursite.com[/COLOR]), you will get the best of your backlinks at the top of the serach results.
