Backlink Rot Causing Poor Rankings?

Say I have a site that I have built 100 links for in the past but 20 of those links no longer exist due to a number of reasons.

Do you think the Google algorithm looks at this "backlink rot" as I call it and deems it unnatural and thus supresses your rankings at all?

Would it even be a prelude to an penalty?

I think in that situation, google will recalculate your pagerank and SERP, because Pagerank and SERP 70% influence by link

It's not uncommon for a website to have a fluctuation in backlinks; in fact it looks more natural to see links come and go. However, you always want to be in an up trend and not a down trend.
