backlink - Is this right?

I have seen this html atribute and was wondering is it is correct for leaving anchor text in comment section of blog comment.

<a href="" title="keyword">

Does it need anything else such as </a>

 

I haven't seen placing links without <a> and </a>. For blog comments normal html link tag will work.

 

when you say html tag do you mean http:// www. whatever dot com ??

 

Without using </a>, you can't add a hyperlink because ending an anchor text end tag is most otherwise whole content will behave like anchor text

 

For my backlinks I do this:
