Backfilling scammers

Well, it seems the asses that have nonthing better to do than make legit people have a harder time are at it again. Two of the CPM networks I belong to are infected with scammers. I'm not sure how many people around here know about this issue or not, but its pretty pathetic. Essentially what it is in a nutshell is:

Scammer buys ad space on CPM based network with very cheap rates.
Scammer then fills impressions on the ad space with ads from other networks.

So, I get 100,000 impressions from some CPM company at 0.15 cpm, then I run the backfill ads on the impression and Pop up two additional pop-unders and an inpage ad from other networks which have a combined cpm of 0.90, This in my eyes is a serious problem and the people doing this are most likely leeching thousands from legit publishers.

I have a concrete example of this all documented, but I want to hear back from the ad network on the subject befor I post it. I'm sure this isnt new, if its really common then forgive my n00bness :p

Hmmm, that's interesting. I saw an ad this morning that looked interesting - and the site wasn't even up! Tonight the ad is still running but for a different domain and it's a crap ebook type thing. I suspect alot of this goes on.
