Back links: why Google doesn't index all?

google only display quality backlinks. But google webmaster tool display more backlinks of your site. Create your account on google webmaster.

 

for 25000 backlinks in webmaster tool, google only display 660 BL for me under link: command.

Google never shows all the backlinks. It shows only the backlinks from top sites. Yahoo is good at showing all the backlinks

 

as long as PR still exit I do not think G will index all backlinks

 

I think Google shows only backlinks which are PR4+ but I need people to confirm that.

There is a certain period that Google indexes backlinks, having other backlinks left behind. You can obtain that in the next Google backlink update.
