You want to get one-way links to your site from webpages that have some PR (at least 1). You can do this by submitting content through services like Linkvana but it's time consuming because you need 100 words of unique content for each link. I've been having great luck lately with using links from blogs (sidebar on homepage) that have PR1+ , one of my seo sites just jumped up to #1 for its phrase on google last week with the update.
Dofollow links! The links coming form high PR pages, either from Blogs, Aritlces, Pressreleases, Forums etc. You can building links via blogging, social bookmarking, article publishing etc. But do keep one thing in mind, the link should be DoFollow, otherwise it wont be of any worth.
Local backlinks like 'chicago dentist' mmmm I dont think it matters much else its a foreign language link.

LOL, that's hilarious. No, my friend, backlinks are not becoming obsolete. They are as important as they ever were. But not all backlinks are equal. what you want are backlinks on quality, relevant sites with good PR.
