Avoiding links to banned sites

While working on link exchange, I came across a site that appears to have a page rank of 5 (PR5) but it also appears to be a banned site. The site is...
    w w w.link-city.com

The site is not being redirected to any other site. I do not understand how a site can have a PR5 and still be banned.

    Any comments?

Very simple. It has too many outbound links. This is the reason it got banned. On the other hand it also has many inbound links and so PR5. Some times we come across such times. Ultimately their PR may drain in the days to come.

The site has been redirected recently, thus PR is fake.

I have to disagree with the "too many links" opinion. There are many sites with many more links that are not banned.

I understand the Fake PR scam by redirecting the site to another site with high PR, but the fake PR goes away after the site is no longer redirected. This site has had a high PR for months.
