    I have USA account but i live in different country, i know this is against TOS but i don't care (don't post bullshit like "you will be banned" please), ,i need to know how to avoid this form? i know lot of publishers have USA accounts but they living in different countries, can anyone help me?

    You have to pay USA taxes on a USA account! Adsense are required to do this by the tax office. As you claimed to be USA resident when you joined adsense, you have to pay taxes!

    1099 yourself all the revenue from your USA account to zero out your income. Pay yourself outside the USA 100% of the revenue as a "consulting fee". If you do not operate inside the USA or are not a US citizen, you do not have to pay American tax.

    That is only true if his country has a tax agreement with the usa.

    Plus if he has used a usa address and ssn to open his account he cant not pay in the usa

    from [payments] tab edit [payee profile information] then change [address] to another country like [Argentina] or [Chile] then go back and [submit tax information] as [non US citizen].
    refresh and change your address back to US.
    this is Illegal i know but it works with me and Adsense pays me since June 2015.

    if you pay yourself with a 1099, your "company" in the US will still have to file a tax return, even if you make no money. That will require a US tax-id.

    So your old Georgia-based account got banned and you created a US account without putting all the layers in place first and now you have to scramble to make it look legit?
    I'd recommend getting an accountant in the US to work it all out. This isn't the kind of thing you do yourself.

    It never fails to amaze me that people will start up a business, work hard for months or years to make it successful only to find it all ripped away from them because they thought that could cheat, lie, or otherwise scam their way to "quick success." Setting up phony companies, stealing IP, infringing copyrights, etc., it is all the same. What these rocket scientists do not recognize is that they are setting themselves up for failure as soon as they become successful and show up on someone's radar screen. And, I have been observing this for decades and decades...long before the Internet..
