For the purpose of link diversity, you shouldn't have only dofollow. Some search engines (hint: google) will see it look unnatural. I recommend ~80% dofollow and ~20% nofollow. Also, when placing your anchor text, you should have 70% main keyword phrase, 20% secondary keyword, 7-8% LSI keywords and the rest generic anchor text like 'click here', 'here'... Ah, did I mention you also need to put the site url in the anchor text once in a while?
Every Link is not necessarily counted.... If the Blog comment was a nofollow outside of his niche, and on a completely irrelevant subject, it can't necessarily "hurt" but it sure wont help. Maybe back in the days when Authority was based solely on the amount of links or Page Rank. But sorry, from a long term Internet Marketing and Strategy perspective it is a waste of money to get 60% Nofollow blog comments, especially since it was done by someone who there is no idea what he was posting. So maybe if you just want to make your clients do good for a few weeks or even months, but as a longterm strategy paying someone to do this is a wasted effort in the grand scheme/big picture. Where you are correct, a link is a link in the fact that someone looking for a service may see the post and if it is genuine and on topic you may get residual traffic, or even a conversion. But as a strict link building tactic... It is very weak and money could be alloted to other places for more return on investment. It is not always about just gaining links... it is about Return on the money invested. SO in the aspect of return, it was a waste of money, but sure your right, he gained a few links.....
Completely agree with Allen. It's not that all the nofollow links are useless. If you submit your site into relevant website which have higher authority then it will be beneficial for your website for sure....
I'd recommend to do the link building in 80-20 ratio. 80% link building should be done in do-follow sites and 20% to be done in no-follow sites. This type of link building doesn't looks spammy.
Basically this is not important to avoid this type of website but this will make your relevancy of keyword for the better search result use the information from this site but this is no use for link builidings thanks.
Nofollow link still good. For link diversity, nofollow it's not a waste. I have ranked some website with dofollow and nofollow mixed links.
It should not be avoided as it also generate traffic to your websites, Many high page rank websites are no follows only.
You should go for 10-20% no follow links. These links are important for natural link building. 100% do follow links won't be good long term strategy. Focus on do follow and anchor text optimized links but also build some no follow links.
I think this is all about link structure.....Some search engines like Yahoo considers nofollow links so it's not wastage of time and it also looks more natural if you have both kinds of backlinks.

I order to get natural backlinks you should build links from dofollow websites. The dofollow links also passes the juice links to your website which then helped in increasing page rank of your websites. No follow links does not pass any link juice to your websites. But in some cases if any websites has huge traffic then it may pass visitors to your sites.
It might just waste of time if you do nofollow baclink to focus on SEO. The weight is too low . Most people continue build nofollow link is because they can get lot of traffic from their site but not for SEO purpose. Lot of high PR site do set their comment box to nofollow so that their website quality would not influence by those backlink .
I don't think that you need to avoid no follow links even Google plus, Facebook, Twitter all provide no-follow link can you avoid them. Work well and dont take care to much on follow or no follow
