If you are building budget for seo marketing then do not care only for Pagerank. You need to think about your ranking and it doesn't depend upon PR only.. yes PR is a small factor. Go for backlinks from relevant site.. hire a content writer and do article submission in your niche... also join relevant forum.
I don't think there is a general calculation you can do. Keep in mind that a lot of search engine positioning isn't done off PR anymore. A suggestion might be to look at some sites similar to yours and see their backlinks and then compare that to their site PR.
