Automated Twitter?

I saw someone that has an automated twitter. It get's feeds from blogs and what not.. how do you do that?

 

Although not entirely the same, you can use tweetlater.com to schedule tweets in advance including date and time - it works good if you search for good content then post what you want your tweet to say and also they shorten your links.

Can you have Twitter pull from an RSS feed? If so what tool can do that also can you integrate cli.gs or a similar tiny URL service to track click-throughs?

 

yeah, they use twitterfeed for it. But those automated twiits are really annoying.
