    i was wondering if using a bot to add google + followers is ethical or not , i mean what does the law says about that ???

    nothing against doing it, if you goal is to make it look like you have a ton of google+ people following then do it, many companies do it to make it look like they are popular. as far as i know there is no law against and obviously you will know everyone is fake.

    there is a problem called google and google does not take kindly it to so it may well knock your site to junk status and put it in the spam folder, you run that risk so it's your call. you would be better off botting a facebook page where google can't junk status you. it isn't ethical but we live in a world where ethics don't exist for the most part.
