Authority Domain vs non-authority w zero content.

    I have an opportunity to buy a decent domain that has
    DA: 23 PA: 35, however, I am unsure of the difference between
    a domain with DA0/PA0 that have zero content.....

    When I start putting content on the DA:23 site, then what would
    the difference between by putting content on a DA:0 site?

    Domain: brandable/generic with keyword, easy to remember.
    (somewhat short 2 word domain.com)
    Cost: $3,000
