There is nothing in writing that says .govs are better. (at least nothing I have read). That said, .govs tend to be more selective who they link to so there are less links on the pages. They also carry a lot of backlinks automatically to them from many high quality sites, and as such are likely to pick up the tag of being authority sites.
i thought it was the fact that you cant just register a .gov domain is what made them authority sites?
i believe Google would trust every link on a .gov site as i bet no .gov would ever link to spam or "participate in link schemes designed to increase the site's ranking" ...
I've seen it in writing several times. Of coures, it's not talked about too much because a) most people don't know how to get them or b) don't know that's its good to get. .Gov and .EDU links are the type of links you want to get for your site. They're hard to get, but if you can get them...and with the right anchor text...you're in link heaven.
