It is likely that the music is copyrighted and you cannot legally copy it.
It depends what kind of music you want - do you know any local musicians, may do it for publicity. They may have a CD that they will let you use.

You mean like Kutiman's Thru You project? I think you can do that with Adobe Premier. It's not free, but I don't know of any free video apps that offer that kind of editing prowess. If you mean *just* the audio, you can use Audacity, but good luck with synchronization. Cubase would make your life a lot easier for making sample-based music.

In short, you *can* do it with free software, but it's a lot easier if you throw down a few bucks.

also, in regards to copyright. I've heard that if you keep any one sample under 8 seconds then common sampling rights apply.

Most any free app (meaning loops) will sound like crap. However you can buy sound loop packages and mix them in free multitrack editors do a search for Krystal audio. It is a free multitrack editor. You can buy inexpensive audio files for your use at sites like shockwave-sound.com or istockphoto.com now sells inexpensive audio tracks. If you have a mac or know a friend with one then you can use garage band. It has great sound loops

I think the OP means to sample loops from external sources and mix them together. I'm out-of-the-loop on free multitrack software though.

Ardour is GREAT free multitrack audio editors, professional

Audacity is also super-awesome at WAV editing, and multitrack capable

Jokosher is up-and-coming and and more in line with Garageband

All are free and open-source, and you can use and install them all on http://ubuntustudio.org/ which is free. You can download that operating system and you can either install it, or run it live from the DVD.
