I think auction sites are very hard to get going without lots of start up money. I do not think auction sites can start small and build up. You have to start big and that requires money.

Here's what I would do if I had limited funds... Instead of trying to do an all encompassing auction site. I would focus on a specific item, or catergory and really market that topic.

As an example you can focus on Video Game Systems. Used consoles, games, controllers and other accessories. This is a popular auction catergory and you can draw those people to your auction site. Gamers are always looking for cool stuff, plus they may have older stuff they don't need anymore. Your buyers will become sellers, and sellers will become buyers.

Build up your member base and then you can expand to something semi-related; like IPods/mp3 players. Slowly expand as your user base expands, before long you'll have people auctioning their yachts and vacation homes.

For seller you can contact some of ebay seller to setup their shop at your auction site.

 

You can get free open source scripts to make an auction site. Regarding promotion if you don't have the money, just be smart and creative. The first thing you can do is to have zero fees and do the best seo.

I started an auction site using the ProBid script and must say, it is difficult at times to build an auction site. I am selling my site due in most part the economy but for health reasons as well. I have also found that the free open source scripts aren't as reliable as "paid" scripts but in the end it's up to the end user.

Ebay is still killing everyone even though they have seen a decline in sales. Auction sites? Look at eCrater. Free. I've been there for months. No sales. Dvd's and flash drives. There are also classified online sites that will make a small dent in auctions sites. You have too much against you. Just my opinion.
