Attracting affiliates to sign up

i have web hosting business and i wanna know what do you think about: How to attract people to sign up for my affiliate program?
I dont want to apply for affiliate netwrok sites.
Whare to find those people? how to attract them?

Well because i tried to apply and so many affiliate networks didnt even reply to me. It is very hard to get in affiliate network without putting a lot of money.
Which affiliate network you suggest? which networks are good and easy to get in?
