It is a punishment according to Islamic law and a person doing such a crime is well aware of this law. It is prevent Muslims from committing adultery and killing of infants.

1) Rape is done by someone they know, like close relatives.
2) They don't bother about it, it just represents how sexually attractive they are, they probably feel pride in it.

According to this statistics and taking into account 16% of cases are reported (Although I highly doubt that), even then it means that in USA along more than 2 people are being raped every minute!
