At what point is it reasonable to start Facebook ADs campaign?

Hello I have never used FaceBook Ads before and I need some advice. Is it resonable to start the campaign when you don't have much fans or friends on your facebook page? Will that boost the number of viewers or is it better to attract fans in other ways first?

Why wait if the Ads are exposed despite of the number of fans? Do you think no fans will scare away the new people visitng?

I would start running FB Ad campaigns when you feel your page is ready, even if you don't have alot of fans. Using FB Ads is a very quick way of attracting more fans. When you're first starting out, you can get a FB Ad coupon. I got a $50 coupon for $18. You could probably get it cheaper if you look hard enough. You have a lot of control on how much you spend with FB Ads. For one campaign, I spent $18 for the coupon and ran the Ad for 2 days with a daily limit of $25/day. My friend was very happy about the number of new fans we attracted. Higher quality fans than if we had used a service like Fiverr.
