    If it bothers you, maybe you should report him!

    Not sure if it is legal or not, but currently there is no police that I know of, so people tend to do what they want until they are told otherwise.

    Nope, you are not allowed to put images next to your ads anymore. More so if the images are so closely related to the nature of the ads (japanese vehicules and auto parts).

    Doesn't bother me, I was just wondering, because I wanted to do it. But I'm not going to get my adsense account ban, having pictures next to adds, gets you more clicks..

    No it is against the terms and you will get banned sooner or latter. Google is going after this and some other things alot more.
