Asking how to create Joomla User Restriction - privilege

Please help,Any suggestion to create user privilege in joomla. So registered user can change moduls and menu. But they can't change the template. But other users can change the template, but can't create content. For example :

user A : can change template, can't create content
user B : can change menu, create content,can't change template

is there any extension that really suitable for these kind of condition ?

that doesn't require an extension..you only need to edit the permissions of the groups...

 

I'm looking for more advanced privilege, because with joomla privilege right now, the users have limited access. for example :

user A : can edit and write in category A only. But they can't write in category B.

User B : can edit and write in category B only. But they can't write in category A.

Are these conditon, can be applied using the normal privilege in joomla user ?

there are 3 users from 3 different location buat same school.

users A from school A in new york can edit and publish news that he/she wrote
users B from school A in colorado can edit and publish news that he/she wrote
users C from school A in paris can an edit and publish news that he/she wrote

yups, like that, is it possible to implement in joomla
