Keep submitting your site directories for backlinks, post articles, be a quest blogger of related topics on this tough economy, try craigslist.org under the job posting for traffic.
If you just want PR, get 1 link from a PR2/PR3 site with low outbound links.. and you will get a PR1 for sure.
How much time it will be taken to get pr if i could manage to get one or two link back from sites having PR2 or Pr3 and less out bound linked sites .

You should get your sites listed in all the education and employment/work web directories that you can. Just by submitting to them you should be able to get to a PR3. In addition, some of the directories in your niche may get used by educators, etc. that will give you a link to their site after seeing you in the directory (look for directories with a high alexa rating to point you to directories that are actually used).
Basically, write content and submit to top article sites with high PR. Use Web 2.0 to post blog and make a link wheel. If you are doing directory submissions submit it to directory sites with PR from 2 and up. Do it every day the content writing.
for getting Better Traffic you should have to post unique News type Blog Posts, keep it's Submitting in Different Social Media Sites, Banner Marketing, Press Release Submission, being paid member in some Good Press Release sites, Article Submission sites like Ezine Articles, isnare.com, contentdig.com, searchwarp.com/ etc
To get better traffic, I do think you can try first direcotry submission in some education sites. Then you can choose to do some forum posting and blog commenting. You can also try tecniques like social networking and video marketing/ Good luck! ^^
If you want to get quick PR and just from N/A to PR1 then normal directory submission would be enough. If you want to be assured, you may consider to get 10 links with PR3 on each. Do comments on blog with an informative approach would not get your PR as expected since most of them are nofollow. However, it could help your site growth in a long run, plus a little explosure.
